To fix the problem of transports and traffic of the 1990’s, the city of Marseille decided to rebuild a tramway at the beginning of the 2000’s. But a new tramway is not only a means of transport: it implies a total redevelopment of urban life. Everybody (people, shopkeepers, societies, local administrations, etc.) has his own ideas, his own interests and history, and can speed up or slow down the process. To successfully complete this plan, Jean-Michel Kuntzer, head of the “Grand Projet Métro Tramway de Marseille” mission, had therefore to deal either with technical sides and relational aspects.
